中國的舊海關(guān)負(fù)責(zé)的事務(wù)比較復(fù)雜，除了一般由海關(guān)負(fù)責(zé)的管理對外貿(mào)易、征稅、緝私等基本工作以外還負(fù)責(zé)各地的港口基建、氣象觀測、疾病檢疫等工作，甚至還在一段時間里負(fù)責(zé)郵政通訊業(yè)務(wù)以及準(zhǔn)領(lǐng)事業(yè)務(wù)、處理華工出國事宜、清償對外賠款、主辦各類在國外召開的世界博覽會等，同時它還參與各種外交與洋務(wù)活動?？梢哉f舊海關(guān)廣泛參與了當(dāng)時的中國的內(nèi)政外交。相應(yīng)地，舊海關(guān)出版物的內(nèi)容相當(dāng)豐富，大體可以分為八類。第一類統(tǒng)計系列（Statistical Series）統(tǒng)計系列最重要的是貿(mào)易統(tǒng)計（Trade Return）和貿(mào)易報告(Trade Report)兩大期刊系列，貿(mào)易統(tǒng)計基本上是數(shù)據(jù)，貿(mào)易報告則以文字論述為主，是了解當(dāng)時中國經(jīng)濟(jì)情況的重要資料。第二類特種系列（Special Series）以醫(yī)學(xué)報告（Medical Reports）為主，并有鴉片、蠶桑、藥材、茶葉、大豆等內(nèi)容的進(jìn)出口貿(mào)易情況，以及內(nèi)地的市場和交通狀況的調(diào)查，此外還收入了黃河堤壩、海員須知、臺風(fēng)規(guī)律、中國音樂，以及辛亥革命以來中國海關(guān)的稅收等方面的調(diào)查報告。第三類雜項系列（Miscellaneous Series），以中國參加早期歷次世界博覽會的展品報告數(shù)量最多，各個博覽會的報告往往都用相當(dāng)?shù)钠榻B中國的通商口岸、人口經(jīng)濟(jì)和對外貿(mào)易的狀況。此外，還有其他一些重要內(nèi)容，比如《中國沿海及內(nèi)河航路標(biāo)識總冊》是數(shù)十年連續(xù)發(fā)表的專業(yè)期刊。第四類公務(wù)系列（Service Series），主要是為了某一方面的工作而長期發(fā)行的?？?shù)量最多的是《總稅務(wù)司通令》，為總稅務(wù)司赫德及其繼任者下發(fā)海關(guān)各部門和各地海關(guān)的文件，以及與他們的內(nèi)部信函，內(nèi)容都屬于海關(guān)內(nèi)部的行政事務(wù)。此外，還有如《海關(guān)職員名錄》等不同的?？臀募?。第五類辦公系列（Office Series），相當(dāng)部分為海關(guān)解決歷年工作所遇到的問題的文獻(xiàn)，例如1876年古巴的中國移民，香港、廣東沿海的鴉片走私與海關(guān)對策等專項報告。還有一部分反映了當(dāng)時商業(yè)和貿(mào)易規(guī)則、金融狀況的報告。第六類督察系列（Inspectorate Series），內(nèi)容包括電報碼文本、海關(guān)出版物名單、關(guān)于修改長江通航條例的建議、1854年海關(guān)建立過程的回憶、1911年辛亥革命以來海關(guān)和常關(guān)稅收的征收和支出、香港和中國海關(guān)，以及1911-1933年間總稅務(wù)司的通告，等等。第七類郵政系列（Postal Series），清朝郵政由中國海關(guān)創(chuàng)辦并監(jiān)管，總稅務(wù)司署造冊處1896年創(chuàng)建郵政系列，至1909年停止出版，涉及到郵政業(yè)務(wù)介紹、各地郵政機構(gòu)分布、郵政服務(wù)職員名單等。此外，還有七八十本由中國海關(guān)總稅務(wù)司署編輯或出版，但未列入任何系列之書（可稱“類外之書”）。包括語言學(xué)著作、海關(guān)法典和工作手冊、銀行和貨幣報告、中外關(guān)系和朝鮮、官場酬酢儀節(jié)等內(nèi)容。通過這些系統(tǒng)而豐富的資料可以了解當(dāng)時中國的經(jīng)濟(jì)、政治、海關(guān)制度管理、農(nóng)業(yè)、醫(yī)療、語言、民俗文化等多方面的情況，對于中國近代史研究，尤其是中國經(jīng)濟(jì)發(fā)展研究具有重要參考價值。

本書所收資料為從未重印過的中國舊海關(guān)史料。

中國的海關(guān)制度是在被侵略的背景下建立起來的，且長期由外籍人士擔(dān)任總稅務(wù)司，成為殖民者干預(yù)中國經(jīng)濟(jì)乃至政治的工具。但是從客觀方面來說，在外籍總稅務(wù)司的領(lǐng)導(dǎo)下，當(dāng)時的中國政府建立起了與世界同步的海關(guān)。總稅務(wù)司署設(shè)立造冊處（后期改稱統(tǒng)計科），編印海關(guān)貿(mào)易報告、統(tǒng)計、文件、書籍等出版物，逐漸形成了一套規(guī)范、完整、有序的編印、發(fā)行、保管制度，所編印的出版物分類系統(tǒng)，記錄科學(xué)，內(nèi)容豐富，反映了舊海關(guān)各類事務(wù)的真實狀況。本書便是對藏于美國哈佛大學(xué)圖書館的舊海關(guān)出版物進(jìn)行了分類影印出版。

哈佛大學(xué)圖書館所藏中國舊海關(guān)出版物數(shù)量豐富，約占舊海關(guān)出版物總量的三分之二，其內(nèi)容涵蓋舊海關(guān)出版物的各個門類。目前學(xué)界對統(tǒng)計類的內(nèi)容利用率較高，哈佛所藏比國內(nèi)已出版的相關(guān)書籍所錄更加齊全；此外還藏有特種、雜項、關(guān)務(wù)、官署、總署、郵政等類別，這些材料翔實鮮活，約占舊海關(guān)全部出版物的一半左右，但是以往未見出版，學(xué)界使用不便，利用率較低，不失為學(xué)術(shù)研究的一大缺憾。本書對哈佛所藏舊海關(guān)資料，擷取其未刊者，進(jìn)行窮盡性系統(tǒng)性影印出版，彌補已出版的舊海關(guān)資料的缺失，基本將舊海關(guān)資料的全貌展現(xiàn)出來，以饗學(xué)界。

本書所收舊海關(guān)資料在時間跨度上覆蓋了近代中國80%的年度，總數(shù)達(dá)到1000余卷，內(nèi)容龐雜豐富，而且在分析方法和統(tǒng)計方法上嚴(yán)格按照西方的科學(xué)制度，在論述上力求詳細(xì)且常用數(shù)據(jù)作為支撐，這在中國近代史料中是極為少見的，是研究近代中國極大、極系統(tǒng)、極科學(xué)、內(nèi)容極為廣泛的資料寶庫。它不僅是研究中國近代海關(guān)史、對外貿(mào)易史的基本資料，也是研究交通史、產(chǎn)業(yè)史、政治史、醫(yī)學(xué)史、生態(tài)變遷史和地區(qū)歷史等多方面的珍貴文獻(xiàn)資料。
